Kabinet moderniseert kansspelbeleid
De ministerraad heeft vandaag ingestemd met toezending aan de Tweede Kamer van het wetsvoorstel Kansspelen op afstand en de visie op de toekomst van de loterijen- en casinomarkt. Het kansspelbeleid gaat op drie terreinen worden gemoderniseerd:
1. Online kansspelen zullen per 2015 worden gereguleerd.
2. De loterijmarkt en de casinomarkt zullen worden hervormd. Holland Casino wordt per 2017 geprivatiseerd.
3. Aan aanbieders van loterijen zal ruimte gegeven om meer te innoveren. Het is de bedoeling dat maatschappelijke goede doelen, die jaarlijks ruim € 580 miljoen ontvangen vanuit de loterijensector, hiervan zullen profiteren.
Online kansspelen gaan worden onderworpen aan vergunningstelsel, waarop streng toezicht komt door de Kansspelautoriteit. Vergunninghouders in Nederland gaan 20% kansspelbelasting, 0,5% bijdrage verslavingsfonds en 1,5% bijdrage aan Kansspelautoriteit afdragen over het bruto spelresultaat.

Dutch Government modernises gambling policy
Today the Dutch government agreed upon submitting a proposed Act on Distance Gambling to the Dutch Parliament. Alongside the proposal, the Government also submitted an opinion on the future of the lottery and casino markets. The policy on gambling will be modernised in the following ways:
1. Online gambling will be regulated as of 2015.
2. The lottery and casino markets will be reformed. The Dutch State Casino (Holland Casino) will be privatised as of 2017.
3. Lottery providers will be allowed room for innovation. This should also benefit charities, who currently receive € 580 million out of lotteries annually.
Online gambling will be subject to permits that will be under strict supervision of the Dutch Gambling Authority (Kansspelautoriteit). Out of the gross revenue, permit holders in the Netherlands will be paying a gambling tax of 20%, in addition to a 0.5% contribution to a gambling addiction fund and a 1.5% contribution towards financing the Gambling Authority.
